Is it the hero itself or stats/abilities? What he lacks to be competitive? Although i play at garena that is almost full of braindead including me, sometimes i find those that at least know some gameplay. What to do exactly? at being he and against he?

At any time, i got to Inner + Bb build, if my early is successful or at least good, i have a dominator and phase, get a centaur, go to roshan and proceed to snowball the game. The problem with this build is that you will rely on the 5 sec slow of LB or at your allies to kill someone for the lack of Burning spears to kill those who escapes you.

Another problem that i face is burst damage before the hp items/hood(Lina, tiny and mostly tinker(3 seconds of no lifesteal after losing a third of your hp and more + 500hp in just a second) When against him, either i choose to fully ignore him depending on my actual hero or face him and let him kill himself with his ult.

I would like to say more and be more constructive about this, but i'm actually out of time.
