It requires a hex editor. There are plenty of freeware hex editors available on the internet. A hex editor allows you to view and edit any computerized file in hexadecimal format, every 4 bits are converted into a hexadecimal format. The editor then allows you to edit any of those 4 bit bytes as you please.
As for FateEd, that was originally written for the original version of Fate and does not take into account certain changes in the save file that have been implemented with FUR or FTS (all three have differences in them). As a result, FateEd is only of limited use in FUR and FTS. In my experience, FateEd will not allow for the editing of enchantments on items in FUR or FTS. That can only be done with a hex editor, and an understanding of how the information is stored in the save file. My discussion in the following topic

I see from the original post that the individual with the question is playing Fate. As such, I would recommend FateEd for any editing that is desired. If you can't edit it in FateEd, it probably isn't worth editing. (Disclaimer, the last sentence only applies to Fate Original.)
