I'm new here and would appreciate some help for level 28 Build alot 3 [don't forget I'm new]

Build-A-Lot in general works easily on a 'formula,' meaning that the same tactic will serve you will in most, if not all, levels!
On 28, you have enough workers and materials to build a dormer right away. Do this first, and sell it immediately. That will give you some cash to work with.
Next, build a workshop in one of the areas that has only 2 lots separate from the other houses (to minimize negative appeal.) A workshop will let you hire more workers cheaply and will let you inspect houses so they don't need repairs.
Now hire a few more workers, buy as many supplies as you can, and set about building as many haciendas as you can. As you build them, upgrade them to 3 stars and inspect them. Use the income from your rent to buy more land and more supplies until you have a good income stream going, 6 or 7 haciendas.
Purchase the lot next to your workshop, and prepare it, but leave it empty. It's for the hospital.
Buy houses that have negative apeal and either demolish them and build something nicer, or repair them.
When you reach a point where you have a fair number of houses providing your income, then purchase the hospital blueprint, and build it next to the workshop.
When that is finished, if you still need more $$$ to make the $2million, sell one or two of your haciendas. A fully upgraded, painted hacienda will sell for $819K at full price, so just selling even one will get you almost halfway there.
Keep in mind that the last minute goal on this level is to own 5 houses, so make sure you have at least 6 or 7 to start with before you start selling to raise your cash level.

I would appreciate any help on Build-a-Lot 3 Level 39. Goals are to own 16 painted chalets and have 12 million dollars. These do not generate that kind of money (even with three stars) and there are only 16 lots available. Have tried building the workers and supplies up and building mostly the largest house (a chateau, I think) and before the time is up, have gotten up to a little over ten million dollars. I am grateful for any advice.

It has been a long time since I played BAL3, but I believe the solution to this level is to build a bunch of really big houses to generate the income. Once you get close to $12M, you can start demolishing them and replacing them with chalets. HTH!
Have tried to build the larger houses than demo them at a about 10,000.000 does not work so good after that. any other suguestions please
